I saw this portion of the clip live, the audio clip you hear was from the start of his rebuttal /argument and this visual was actually started several minutes after.
Ironically though, the audio did sync up well with his gesturing.

btw, watched Sainz's onboard feed, he was animated in the car for 5 to 6 minutes about the " first lap"(or "lap one") "racing incident" with Alonso, Ferrari team just cut his audio feed after the first minute.

this is the first time that someone is pleading to the stewards in the history of formula one

Been following the sport for about a decade I personally feel this is a very harsh penalty considering the restart in the previous standings which makes this penalty pointless.
