This is exactly how my summons went. Literally got more 5stars than Heizou.

I feel your pain. I risked my guarentee for Tighnari trying to pull for Heizou because I wanted him more than I felt like waiting. 90 wishes, one Klee, a million Ninguangs later, still no Heizou. Might I mention I’ve also lost every 50/50 since Raiden’s first run.. It’s actually pretty ridiculous how the rate up system is less reliable than the weapon banner pity system now. This kinda knocked me into a mindset of where I’m done whaling/investing into this game since the payout simply isn’t there. big bummer ):

update: $200 sumn dollars later, after i got c2 kazuha, i got 7 heizous consecutively

From all the stories I've read, it seems like heizou either absolutely loves your account and won't stop coming home, or he avoids you at all costs :")

I wasn't even interested in Heizou and got him c4 while wishing for Kazuha. After trying him though, I'm very thankful that I got him 5 times. I'm telling you... the trick is to NOT want them.
