firstly any company can sell their shares off market so selling off market is not illegal, secondly investor hunts for value if companies are trading at insane valuations in primary market and you are getting company at cheaper PE in unlisted market it’s not a bad thing to buy. Regarding you said nse is overpriced and trading so expensive at 3600etc…. Nse reported 10k cr profit at 30 PE its valuation become 3 lakh crore bse trading at 40PE and india cannot let their national stock exchange die, otherwise i have zero faith on sebi policies .., i have seen in past how they handled yes bank saga
