Of course there is a compromise. The real problem was Spain and it's Judiciary reform has been quietly put on hold. So things keep going, at least for a time...

The power the EU has to change the behavior of the Polish and Hungarian governments is to withhold money. Not only is money not being withheld from these countries with this budget agreement, they will be the recipients of money. This is a complete and total victory for Orban and the Polish government.

They should change the number of countries that can vetto a budget to 10. That way, the two autocrats won't have an easy way to manoeuvre since they'll have to get 8 more countries to support them.
