That is a Nathan K5LA Airchime locomotive horn with the lower bells not functioning, so instead of their normal sound they sound like subway train horns. The horn was even being blasted in standard road-grade crossing requirement. The tracks and crossing are just a couple hundred yards beyond those trees.

It was train track near by, and a few trains warned each other by blowing the horns.. nothing special.. some people want to believe in something, so they make up whatever they can from so small things .
