Bitcoin transfers are public. They can be tracked. The only difficulty is matching addresses to people. It’s essentially only being able to see bank account numbers without seeing the names of who owns the accounts.

To be honest, his original 210-year sentence would mean Graham will be locked up until Starfleet exists. Not to mention, upon his release, it'll be two years before Captain Kirk gets born.
And then Graham becomes an intergalactic threat. It wasn't long before the starship he bought for hacking purposes was destroyed by a new Constitution-class starship in 2247 (almost 17 years after completing his 210 year sentence) after Graham hacked into Starfleet Command.
