The problem with Pelagos as the Arbiter is that we don't know enough about him to love him so we can't feel sad about his sacrifice. Literally any character could do this, and the impact would be the same.

Him becoming the Arbiter makes 0 sense, he should have become the Hand to Adrestes given that he had go through hell to get where he is. Basically making him a more compassionate person.

Kleia on the other hand saw that the machine was broken first hand and would have vowed to never let that happen again, she warned Adrestes about it (we still don’t know how they broke the machine btw)

That would have been decent writing, this just reeks of terrible writing

I wonder something, previousely they used Zovaal's essence to create the current Arbiter which is a construct and not an actual being. So now from these dialogues, they're going to use Pelagos' soul instead, this mean that his essence/soul will eventually fuel the current Arbiter or create a new Arbiter.
This reminds me of the Control ending from Mass Effect 3 where Shepard becomes the Catalyst and he/she kind of ascend into a higher state of consciousness and losing what made him/her a human. So I wonder if they're doing the same with Pelagos when he becomes the Arbiter, will he still remember who he was as Pelagos or simply vanish into being the Arbiter

At least it won’t be Sylvanas. Him becoming Arbiter will be kinda odd… gameplay wise of course he will still be a Soulbind and still be a quest for the Ember Court.
