I am very sure that it was a hindu temple just like Angkor wat which was built by the khmer king Suryavarman 2 as a hindu temple dedicated to Lord Vishnu and later it was converted into a buddhist temple by his descendants who had adopted the buddhist ideology.
This is the scene from samudramanthan which is a hindu tale with devas and asuaras and vasuki the snake in their hands.

Bayon temple was actually built in place of an older Hindu Mebon temple inside a pond, so in around 1150, they demolished the Hindu temple, filled up the pond and built Bayon on top of it.

Siddhartha Gautama (the Buddha) was born India and he was a Hindu. Just like Jesus was born a into Judaism. The original followers of the Buddha were Hindu. So there should not be a surprise that construction and art would be derivative.

Just visited this amazing place and reason is the king was Buddhist and wife hindu so they collaborated both religion

I believe Cambodians merged the two religions just like how it is today. Hinduism is still part of the culture.
