I was watching the ceremony live and I saw this. There was no other intention other than trying to let her know that he was behind her so that she will not move back and bump into him without knowing someone was standing there. This was right after the VP’s sworn-in. President was going to be sworn-in next. Usha was busy directing her children and did not notice that someone was right behind her. She would have bumped into him otherwise.

Isn't it amazing how angle changes things? They are trying to get the dirty mind to think it was her behind, when actually as she turns, you can see her arm.
