My Startup folder had no "desktop.ini" file in it, even when hidden items were made visible.

Maybe-/ You can try this :
Right click on note-pad file
Then right click
After that go to properties
Then general option (firstly-/ show)
Then click on change


Maybe you can try that

If it don't work

OMG MAAN I ALMOST THOUGHT THAT I HAD VIRUS ON MY COMPUTER OR SOMETHING COZ I COULD NOT GET RID OF THAT (so many things I've tried, even checking my registry and other stuff) The issue was really the start menu folder (startup), I had some WinZip start or something in there so I deleted it and at least for now on I think my computer may not be in such a terrible condition as I thought it was XD Btw my cmd won't open also so if u have some awesome advice on this I'll only be glad for that. P.s. The most funny thing about this is that the video title doesn't even include anything like explorer.exe or something about it but it just worked! :)
