REVIEW Are cheap LED plant lights any good?

I love plants and when winter comes I am always sad that I wont be able to bring them and make them ever green during winter. I have tried some easy options, like putting them close to window, however there is as well radiator, so usually it does not go well.
And since I I am unlucky that my room has just a single window and it is not sunny side, then I started to figure out, maybe I should buy artificial lights for plants. I did short research and decided to give a go to two different models of cheap led plant grow lights:
1. Grow Light, Full Spectrum LED Plant Light for Indoor Plants, Height Adjustable Growing Lamp with Auto On/Off Timer 4 4 Dimmable
2. KEBINCPLED USB 5V Grow Lamp Full Spectrum Plant Lights With Control Fitolamp Lights Home Indoor Flower Seedling Clip Phyto Lamp
Each cost around $7, not the most cheapest, but I wanted to do a little experiment, to see if them actually work or not.
I read online that they are not worth and if you want that you plants thrive not just survive, you need something a lot more powerful than 5V cheapest led lights for plants, but I wanted to believe it might not be in my case, that they will work!
So I took 2 plants from garden, lavender and some sort of green leafed plant.
I know lavender needs a lot of light so I used 12h mode for it, and for green plant 8h mode, since it was max for the other light, unless I wanted to keep it on all the time, what I didnt, because plants need some dark time too (at least I have read that).
So on my video you can see what you can get for $7, how these plant light work, how much they consume, how many lx they emit and the most important part, are they any good and are my plants till alive.
Just for disclaimer, when I started to use these led lights, my plants looked healthy and green, and actually like 3 weeks in using these led lights, my lavender started to push the leaves from the small stalks, something happened..
Any way, I think I will not end with this and I will get some stronger lights for plants and see how this will change my situation!
I dont say these are totally useless, but they are definitely no match for the sun and can be used for low light needy plants or as additional light in case plant gets real sunlight and you think it would need more hours of light.
