The 'waving children' photo isn't as sinister as you think. I lived in Vanuatu and Fiji for some years and everyone waves at you as you pass them by. It's normal because the people are very friendly. Sorry but no mystery here.

The most creepy sign I've seen was in Joliet, Illinois. It says " do not pick up hitch hiking prisoners.".
