Windows didn't even have UK english as an official language until 8/8.1, the sound is taken from an advert.

The startup sound used here is fake. Server 2003 in all countries used XP's startup sound. This sound was actually ripped off of a Microsoft ad and someone claimed this was Server 2003's startup sound which was never true. Also, making a sound for one country on an OS not used by the general public would not make sense due to the very high cost of producing sounds.
