There are notes from Baker and protocols from Baker and Gorbatchev, he did promise not to expand NATO. They even talked about the possibility of former Warsaw Pact states thinking about joining NATO which Baker understood.

Gorbachev maintains that Baker promised not to expand NATO East. Empathy is the ability to put yourself in anothers shoes. The inability to think like a Russian strategist has put us on the brink of WW3. But hey, it might be fun, Right?

Baker did say that, as both sides recorded his statement in the minutes of the meeting.

Yes it was a mistake, because the guy running Russia warned it's a mistake. Im going to go with the guy with the nukes that feels threatened.

Stop balming a victim for asking for help! Why should we always care what Russia wants? Putin needs excuses. If Ukaine had been in Nato, Putin would have not been able to annex it. Nato is not a reason. Nato is an excuse for Putin. Eastern Europe's agenda matters and it does not matter what Nato did or did not do. Russia simply loves invading and anneging everytime it can and Eastern Europeans know something about it.
