The constitution in article 1 authorizes Congress to “regulate the militia“. Since many of the weapons used in the militias were brought by private individuals there was a need for clarity. The second amendment makes it clear that while regulating the militia is necessary, the people were not to be regulated. Individuals were not to have their right to keep it there arms infringed. By any level of government, city, county, state, or federal. The regulating was for the militia the non-regulation and complete freedom was for the people. Im still baffled by the whole 2A debate in law, people will have dirferent views, it shouldnt even have to be enumerated any dif then countless other rights by life
