You don't have to use sea lanterns for light. Frog lights other than Pearlescent are fine, as is glowstone. Or if your goal is white torture, you can fill up a birch sign with equal signs, dye the ink white, glow squid it, make the bed white, and fill item frames with one or more of the following - cooked chicken, cod, cooked rabbit, potatoes, eggs, or bread.

Instead of using electric fence, you can use lava. It won't look as good, but it works.
