I'm living in the fishing nation of Norway and I never understand why private fishing in the sea is regulated or require a license in other countries. It is the commercial fishing that is the problem, not the fishing for private use.

See the NOAA sticker on their boat. They get deputized to enforce federal laws. Happens all the time for state and locals...ie Marshall and DEA taskforces. Lets go fishing
