I don’t think it’s that they don’t view “content creator” as being a real job, as much as it may be that content creators aren’t being viewed as people who will bring much needed and valuable skills, like teachers doctors, researchers, or people being recruited by a company, all of whom typically fit the definition of highly skilled, and highly educated. Pertaining to “artists”, I think they’re talking about performing artists (actors, musicians, dancers, etc.). That’s my understanding of what is meant by “talent”, as it pertains to visas.
