Well same thing happen with belerick if tap 3 skill & then right after vengeance, sometime it won't register.

Heres the explanation as to why your skills sometimes won’t register when cycling Julian’s skills at 2:21

Julian won’t get his empowered ability until he casts the first 2 abilities. The remaining ability will completely change to the new upgraded ability. Tapping/cycling too fast will buffer Julian to cast the old ability instead of the upgraded ability. Meaning; the game only registers the old ability to cast, but since the old ability gets replaced by the new ability, the original cast of the old ability is now gone. This isn’t a bug, it’s intended to work like that. To counteract this you have to time your 3rd ability to cast when your 2nd ability is done casting. This will ensure that you can cycle your combo the fastest. It’s not always about being fast, proper timing and technique is also as important.
