Why don't you simply use "scroll snap" feature in css, it does the same job but in fewer lines of code

I tried taking off some lines of the code and the only thing i dont understand is why you need some z-index in the "#item-x:target .item-x;" to the code work, shouldnt it work perfectly with z-index: 0?
