Vipers ult should be s tier, you can make small pockets where the enemy can’t see u and you can shoot a Molly on spike because of the rapid decay. Speaking of rapid decay players walking into your ult can easily be one tapped with a shot gun

Makes no sense to say reyna’s ability is dependent on the player, but then not apply the same to Jett. A god tier Jett player makes her Ult an S tier. A trash Jett player makes it an F tier. Same with Reyna.

Viper’s ult should not be placed lower than jett’s. A fill viper vs a fill jett may be in favor of the jett, but basic understanding of how viper’s ult works can easily make it a free round for either defense or attack by taking a major space for the viper’s team. Jett provides 2900+ creds with her ult, but viper provides a site’s worth of area and possibly free kills. Saying you can just scout out the viper, you could just reposition relative to the vipers location. If you have multiple team members to colapse on viper’s position, then either the viper has teammates to help her or she’s in a clutch situation which is already unfavorable. If you argue that intel works against viper in clutch situations, then anything that works in a regular gunfight works against a jett.

How cheap they are
Can they stall a site
Can they force people to rotate
Not just kill potential

I really don’t think this is a good list. Kayo negates all abilities and it isn’t in S. Neons ult is comically bad outside of under gold. Raze’s rocket yes sometimes can get kills but it is known to be a very weak ult that people often run at and just shoot her

This is how I rank the ults:
S tier: Tour de Force, Bladestorm, Nightfall, Viper's Pit and Null/CMD
A tier: Resurrection, Hunter's Fury, Cosmic Divide, Dimensional Drift, Overdrive (check the new PBE changes, I think they really buffed Neon's really hard), Rolling Thunder and Seekers
B tier: Lockdown (because mostly of the massive amount of counter-util available, specially after the KAY/O molly changes), Showstopper (if they make this ult more consistent it would easily go into the A tier), Run it Back, Orbital Strike
C Tier:Neural Theft and From the Shadows
F- tier: Empress

I think it's a crime to say fade's ult isn't anything S, she starts u off at half hp, forces u out of position, gives a better cypher trail to where you are, and makes you go deaf, and if it doesnt hit it forces you into a new area, or retake. there's no time where this has a down side, which is why it's so strong.

I think the list needs multiple changes. First of all, yorus ult should easily be in S tier, the amount of info you can collect and the set-ups you can make makes it an S tier ultimate. Killjoys ultimate definitely should not be in b tier. If you know how to use it correctly, the opposing team won’t be able to break it, and if they try, they will be put in a bad situation.

I think you totally underestimated Phoenix's ult. It comes back every 2-4 rounds, provides info, free site, and frequently gives you a free pick or two. His "lack of movement" isn't even a factor here because he can... run... like any other character.

Since I’ve started playing Phoenix, I think his ult is actually amazing. A free entry into sight, and you can easily get an extra one or two kills with it without dying.

Can we talk about how raze ult is in A tier but that shit basically shoots confetti? I’ve seen raze players land it directly on or right next to someone and hit for like 114. Needs a good buff and I don’t even play raze

I think the omen ult was a little underrated. The ability to almost immediately reposition after a kill or if you are on the wrong site is really powerful. With enough skill, you can get the timing right and draw focus away from your team or the plant/defuse. Just my opinion as someone who as picked up omen.

tbh brims if used well can get kills, being a biased brim u can pressure enemies to push towards your los. I got 3 second ace with that strat. it works!

Bladestorm is A tier. It is essentially 2900 credits. Sure, it can swing an eco round in your favour, but the same logic applies to Reyna ult, yet that one is in C tier. Definitely not saying Empress is better than Bladestorm, but Bladestorm needs a very capable Jett player to actually change a round.
Dimensional Drift is S tier imo. It is uncounterable perfect information for 12 seconds, a free entry on site, and good Yoru players will get a kill almost every time. You can also set your team up with flashes and grab the spike when it's down in an inaccesible spot. In a 1v1 postplant it's also uncounterable most of the time, unless you just completely out aim Yoru.
Viper's Pit should be an S tier for sure. It is ridiculously opressive. If Bladestorm is defined as a potential round changer, how is Viper's Pit not.
Hunter's Fury is versatile, and does get a free pick often, but it doesn't help nearly as much on a retake or site exec. Sova also has to stay back to use it. Still i think it's like strong A tier, but comparing it to Tour De Force seems a bit out of place.
NULL/CMD is S tier. It is basically a free site. Even if the enemy can still shoot you, they don't have util to counter your util. KAY/O's aggressive flashes also complement NULL/CMD a ton, because the biggest weakness of supression (the fact that you can just get shot) is no longer there when the enemy is blind.
Despite the amount of counterplay, Lockdown is still probably deserving of A tier. On Killjoy's home maps (mainly Ascent and Icebox) Breach is very uncommon, and while Sova is, countering a 7 point ult with an 8 point ult is still a just a trade. Brim is played on different maps most of the time, so Orbital Strike isn't a big concern. And Lockdown is probably the most efficient ult at actually getting a free site.
Res is A tier. Potentially round changing, but also situational. If you don't have your wall the resurrected person gets instantly killed most of the time. While you can bait the res, it's situational.

No way in hell is jetts ult higher than viper. Viper has an ult that allows you to take a whole site for free, play mindgames, and make it nearly impossible for enemies to get a defuse/push off. Jett on the other hand has 5 knives that do low damage unless youre tenz and hit every headshot. Shooting a jett out of the air is one of the easiest things to do in the game since they have very little horizontal movement and are stuck floating in air.
