Mumbai is a world class city, unlike Delhi. An agency recently conducted an experiment in which they placed 30 cell phones at various places in Mumbai. Out of the 30, Mumbai people returned 24 which is the same number that New Yorkers returned. It is not about buildings, parliament, open space etc it is about the people and the culture.
