The problem is our education system. The "chew and pour" way of learning, has created a whole lot of civil engineers, with good grades but lack understanding. They are unable to think critically to solve civil engineering problems not found in text books. True engineering requires one to use limited resources to solve issues. This problem has nothing to do with lack of funds, rather it has more to do with lack of innovation and poor engineering practices. I guess they can't memorize their way out of this.
