If I recall in her original concepts she was supposed to be king tritons sister/Ariel’s aunt (and has been canonically in the musical and in a YA villain centric novel) who became corrupted with power and this is kind of alluded to when she talks about living in the palace. There’s a solid base especially for an unapologetic Villain film.
