the fan shroud is upside down. the flaps get sucked closed at low driving speed or at a stop. while your driving they open to allow more air to pass threw. you want the shroud to have no air leaks to create a vacuum on the radiator. its a bout air flow across the radiator fins for efficient thermal transfer.
