You forgot to mention that the whole concept of heavy tanks had become obsolete and was being fazed out. The soviets would have fazed the concept out earlier but Stalin refused to let go of the idea so they had to wait until he died to cancel all heavy tank projects and concentrate on mass production of the medium tank which would eventually evolve into the main battle tank (MBT). IS7 was a advanced heavy tank for it's day but just like the battleship concept it had had its day. Carriers were and still are the Queen of the seas and the MBT is the King of land armoured warfare.
