GWU PSCS 6248 - Module 8, Lesson 2 - Suggestions for a Normative Framework

This lecture will explore the factors that are shaping the emerging norms in cyber conflict. Additionally, Valeriano and Maness propose guidelines to establish justice and proportionality in cyber conflict. We will evaluate these guidelines to determine if they are realistic and achievable. We will also explore the efforts to establish norms of responsible state behavior in cyberspace be made by the United Nations Group of Governmental Experts for the Field of Information and Telecommunications in the Context of International Security.
