Why am I still not able to make rosetta? When I wiggle my jug, the milk foam is not layered and became one.

Dude I need your help! I cannot get my rosseta base to wrap all the way around the cup. It only goes half way up the rosseta no matter what I do. What am I missing? I've wasted hundreds of lattes trying to fix this 😭
