It do be that way, almost 99% of the time unless you hoard tickets you seem to just get Rare Cats from said tickets. Though sometimes you can be bless with a Super Rare or of course exalted by RNJesus with an Uber. But that is rare.

I used to have horrible luck for almost 3 months only getting 1 uber in a month but when i came back my lukc came outta nowhere i dont got any legends or anything but my uber collection is finally steadily increasy and i got something outta my fav uber set A LUGA!

One thing I like about this game is that, with enough time and patience, you can basically get whatever units you want (aside from legend rares, why would you do this Ponos). If you're smart about when you use your tickets and cat food, you can get a of ubers without ever paying a penny. I currently have 26 ubers, including aphrodite and D'arktanyan.
