That program is “Block 13” which is Kuwait’s answer to South Park since it was banned in many middle eastern countries.

People, who doesn't know:

On July 18, 1990, Saddam Hussein accused Kuwait of illegally extracting Iraqi oil from the Rumaila border field for the past 10 years. As compensation, Kuwait had to write off Iraqi debts of 14 billion dollars and pay another 2, 5 billion. The Emir of Kuwait, Sheikh Jaber al-Ahmad al-Jaber al-Sabah, refused to comply with the demands.

Seeing such a terrifying message with calm music gives me a weird feeling I can't describe but I like it

-The TV show that was on before the message was Block 13, which did not air until 2000, which would be anochronistic if it’s supposedly 1990.
-The date of the Iraqi invasion of Kuwait is correct actually, August 2nd, 1990.
-Kuwaiti emergency alerts would definitely not be playing weird versions of the Super Mario World Donut Plains music to get people’s attention.
-Unkown if the actual Iraqi invasion emergency alert screen looked like this.
-Super Mario World released on November 27, 1990, which would also be anochronistic if it’s August 2nd, and I doubt Nintendo would use a Middle Eastern country’s emergency alert noise as background music for their game.

Overall, it’s okay. The screen looks legit, however I cannot for the life of me understand the Mario music.

A family, watching over their child who is watching a cartoon, suddenly see the message, even tho it was a short war, i cant believe the stress, sadness, etc everyone had to endure. My heart goes to everyone who died and their relatives.

Edit: Yes i am aware that this is fanmade, but still it is possible that atleast some families were watching over their kids watching a cartoon and there was some sort of eas that showed up on screen

I am an Arab, and the end says: Emergency alert, sirens sounded, and Iraqi forces invaded Kuwait. That was the Gulf War. I was there, and it caused the death of my sister from a strong missile strike.

Me: Mom, can we get South Park?
Mom: We have South Park at home.
South Park at Home:

I know this joke is overused, but this fit the meme perfectly.

-Block 13 premiered on Kuwaiti television in 2000 until 2002.
-And your date is correct.
-I don't know if this is the music that Kuwait used for their EAS alarm, this is specifically from a Mario game that was released 3 months later after the invasion started.
