They have some of these in Milwaukee Wisconsin. The round part that spins is about 15 feet across and is raised up off of the floor about a foot. The rest of the machine extends down into the ground about 3 stories. They have two of these lathes there.

This appears to be a "Vertical Boring Mill" with a Ram Slide and not a VTL. With a VTL (Vertical Turret Lathe) machine it would have a Cross-Slide enabled to be a working axis (up and down), this would enable it (for example) to carry out screwcutting, turning just like an Horizontal Lathe. On a Vertical Boring Mill the Cross-Slide is normally fixed in one position. With an Elevating Cross-Slide Vertical Boring Mill the Cross-Slide is set at a desired distance from the Chuck/Faceplate then locked or clamped in position so it does not move whilst your turning your component. The machine in the video looks very much like the Russian Vertical Boring Mills I sometimes worked on.
