Why is the campaign objective type? Traffic or conversions?

Why not just run a conversion objective for your MOF on a low frequency to feed as many users into your bottom of funnel?

How the bleep do you manage the level 3 ? I mean, they must be overlapping and hard to identify when you have several different campaigns running which with each their own level 3’s?

Level 2 is easy because of video engagement.. but 3? How do you manage

These campaign type is traffic or conversions because I am getting conflicting explanations with different videos of yours. I am assuming this: L1 Traffic landing page views, L2 is retargeting L1 but again landing page views objective and L3 is conversions for google page visitors
