You are doing highly commendable job for common man who can not afford very high consultation fee of learnt, knowlegeable and experienced advocate. A common man due to economic constraints is compelled to hire service of averagev advocate who have defficient knowledge. Unless demanded specifically, high court generally gives relief to petiotioner without punishing law offender officials.
Many times fee of advocates and expenditure for court case exceeds the unlawfully denied salary/allowances. Thats why office4 or clerks donot hesitatevto say that either gives bribe 10 to 20 thousand for pending salary claim of few lakh otherwise go in court and spend few lakhs as fee and expenditure required for court case for claiming claims of few lakh only.

Sir, I am retired person. I have been unlawfully kept deprived of several claims of DA arrears, Increment arrears, Leave encashment, city compensation allowance, encashment of unused PL in lieu of unused Joining period on transfer etc by the head of office who kept aside all rules prescribed by state govt.
He is not giving details of arrears of salary, allowances and deductions made in my several arrears (GA 55A), denied to give me duplicate service book as prescribed in Service Rules and Financial rules for hiding his malafide irregularities in payment.

Such unlawful deeds of Head of Office and his associates are punishable under section 166, 166(a), 188, 217, 218 and 420.

I want to file writ in High Court after serving notice under 80 CPC.
Can I raise demand to punish him under these sections of IPCs through writ petition in high court ?
As am above 60 years and remains sick, life haa no certainity, the procedire for FIR and trial court prosecution undee IPC will takevseveral years, hence I want to get relief and also wantvpunishment under IPC be given to corrupt and goon type head of office and his corruptv clerks. Can I do so through writ in high court ?
I shall feel obliged if you please reply my thiscquerry.
