Blending PEARL WHITE

I know how to paint basecoats, Tri-coats, dry pearls, candy paint. The reason for watching videos, hotter weather, I had to use different materials. Water-based paints.

To blend like a fender and door, do you sand the clear coat on the full door and just spray base and pearl like half way ? Then clear all the way ?

Why doesnt your base come out dry if you're not spraying wet?

If the base coat is not right the pearl will not change it.
