Getting Omega Armor stage 4 at level 55?

I think the Omega is so ugly at Stage 1 But when you get to like Stage 3 it comes alive

Do you have to be level 55 or 65 to get omega’s mask? Because the game says tha you need to be level 65 to unlock it.
