I use it to confirm a buy signal on stocks when the 5-day SMA crosses the 20 SMA, the ROC must be above ZERO for me to go long, ideally with a bullish candle stick. Thanks for posting your ideas on the ROC.

It can be used when price is in a range and breaks out. Settings to 3 period (maybe 2 could work). Find a value that you find quite high, but not too high. In forex 4H I go with 0.40 for long. -0.40 for short. It can also be used with an aroon crossover. In a crossover for long you want negative ROC values. A crossover for short you want positive ROC values. Settings 3 as well. This last method will result in aroon never making 100 . Which might sound bad, but it is not.
