The PHA Disaster Readiness, Response, and Recovery walkthrough video provides an overview of the content included in the D3R guidebook. FEMA defines a disaster as an occurrence of a natural catastrophe, technological accident, or human caused event that has resulted in severe property damage, deaths and/or multiple injuries. PHAs, along with state and local agencies are first line responders and are responsible for spearheading recovery. HUD has created the disaster readiness response and recovery guidebook, or the D3R guidebook to help PHAs be ready for, respond to and recover from emergency events.
