First off is the size. No system is one-size fits all. You can't just go get a 3-ton air conditioner and assume that it's going to be enough for your whole house unless you need a 3-ton air conditioner. The best thing you can do is get a manual J load calculation to see what is required for your home. A good rule of thumb is what do you have now? That's likely what you need.

Economics. I'm not made of money. You're not made of money. You want to try and get something that's going to fit your budget. That might not necessarily be the cheapest. A 16-SEER system is going to be more expensive, but it will be more energy efficient, so it would save you some money over the long term.
