Telling a robot to "protect" a child against physical or emotional harm is impossible. Everyone will end up getting killed lol

I have to root for M3GAN. Her goal was to keep Katie from harm, both physical and emotional. If you know the Three Laws of Robotics as stated by the author Isaac Asimov you would have to agree that M3GAN is carrying out her orders. It's science fiction but I can't wait for the Movie it's going to be killer! Pun intended.
First Law - A robot may not injure a human being or, through inaction, allow a human being to come to harm.
Second Law - A robot must obey the orders given it by human beings except where such orders would conflict with the First Law.
Third Law - A robot must protect its own existence as long as such protection does not conflict with the First or Second Law.

for your comment about having 2 people playing the android, im gunna take a wild guess here, they wanted to have the actor, act like as much as a doll as possible, including mouth movements, and if you notice, the girl was moving her mouth like a normal talking doll would and the 2nd actress, the voice actress, was acting like the recording that they have in the dolls, dont quote me, that is just what i think what they have done with the movie and also that the voice actress, probably had a creepier voice too or the actress, playing the doll, while being a kick ass little actress, might not have had the right voice that they wanted, so they did it like this? i have no idea lol
