This isn't personal bias but based of lore the win would go to voli I'll give you what you missed and the background of it.
Volibear gets strength cause he made the five fyorrds which are the claw marks in the mountains to the right wich were created with one swing of his claws.
Speed still goes to Voli he's more athletic in a sense plus his diet is mainly protein and he could run across the entire freljord in mere minutes.
Volibear doesn't get durability Ornn just has a better body build for it.
Iq/Experience still goes to Ornn he is a blacksmith Voli can't even make his own armor.
Battle iq goes to Voli he is the spirit God of lightning, thunder and war in Freljord.
Abilities still goes to Voli wild magic runs through his body endlessly.
Hax goes to Ornn he has a arsenal of weapons, experience, and resistances.
Obviously resistances also go to Ornn he is not effective by the heat of lava, fire, and magma/molten he is also not effected by the cold of Freljord.
Combat goes to Voli he has more Battle experience, and is the spirit god of war ect.
Endurance Voli he had to battle every day in the old days.
Defense and offense they are equal at Volibear fought endless in the old days so he could do a good defense or offense depending on the situation but Ornn if you give him some prep time can think of a defense or offense type of plan.

I think there's a big X-factor here: willingness/eagerness to fight. Ornn might be stronger, but he seems way more peaceful and passive. He's pretty much the archetype of a guy who just wants too be left alone to do his own thing. Volibear on the other hand is practically a god of war; he revels in battle and might even need it to survive. Even if Ornn is stronger, it would probably be pretty rare for him to actuallyfight all out, but Voli would put everything he has into a fight.

In fact Strength, Battle Qi, Combat, AP, Endurance and Potential go to Volibear Ornn is the oldest of the three brothers but Volibear fights more and has been in more battles than Ornn. And when the two of them fought for 8 days Volibear had the armor that Ornn made for him that diminished and was containing his power and when he got rid of it Volibear's Power exploded releasing his potential.

I think like that: if Ornn doesn't use armor or some weapon to fight against Volibear, Volibear can win. But if Ornn does have some time to prepare himself and use some weapon or armor, Ornn should win. It's very complicated to set a winner in this fight just because of the experience that Ornn have, Volibear is basically the god of war of runeterra, the god of the wild and the god of the thunder. So in a fight he can be more effective than Ornn, but this is just my opinion.
