9:40 encountered similar stuff before, it tends to be as simply as the artefact actually existing, but only being visible to the periphery of your eyes. This is because of cones vs rods (rods being more common in periphery, and overall more sensitive in most ways - except for color). I dunno about flickering, but stuff that don't seem bright in the slightest when looking at it (area with more cones)), will appear bright when located in your periphery due to the higher photosensitivity of the rods. So would not be surprised if it can also detect&process higher frequencies too.

Though if you meant "flicker" as in you look away from the lamp at a wall or something (don't see the light at all) and you see the indirect light flickering - then that is just a thing human eyes likes to do in low-light environments (as in, the light doesn't flicker, you only see a flicker unrelated to the light source). I am unsure exactly why, mainly as when I googled it might either be something super-serious wrong with you, or it's entirely benign and normal.

That image at 9:00, if I am correct, I’d actually a very rare form of lightning that extends upwards from the cloud. They are extremely hard to photograph cause, well, you usually don’t see the top of a thunderstorm.
