Tracking Henri: Gov. Cuomo Holds Storm Briefing

Henri weakened to a tropical storm Sunday with maximum sustained winds near 65 mph but is still expected to wreak life-threatening havoc across parts of Long Island and Connecticut in the form of storm surges, flash floods and destructive winds.

Governors have issued a state of emergency for Connecticut and two dozen counties in New York amid the devastating rain and storm surge threat. Tropical-storm-force winds began hitting eastern Long Island overnight with heavy rain following as the outer bands moved ashore early Sunday. Sustained winds of 36 mph were recorded near the eastern end, along with a gust up to 45 mph.
