Starting a new account is really a better solution for climbing & learning if your LP gains are below 15/16. That's why a lot of high elo players have a lot of accounts.
It's the most effient solution if you don't want to waste like 100 hours to level up a new account to level 30 yourself. I'm often getting new accounts myself. It can also help to learn a new champ/role without ruining your own, or just have fun with friends!
