Where do combine soldiers come from? They should be after seven hour war

nice movie, but at the stage of 7hr war there should be no combine transhuman forces shown but only synths (like gunships etc.) or other combine forces from other conquered planets. Combine transhuman were created way after 7hr war, so the movie is lore not accurate.
