Not only can Satan not bring a dog back to life, but he also wouldn’t, the devil deceives, he does not gift with kindness. Satan is not trying to bring us to damnation nor is he inside of Hell currently, he purely wants to bring us away from God, damnation is merely a side effect in his eyes.
