There has been a lot of officers, historically, who chose to stay O6 or below because once you cross to 07+ you can no longer be a field officer.

I asked a Naval Captain (O-6) the same question, he said he had more pride as an E-6 than any other rank. Hes still the only prior enlisted officer that included all of his enlisted paygrades at his flag passing ceremony when he retired. Pretty cool dude!

I know plenty of officers that should be generals, but they choose to stay at the lower level to be closer to the action. This works similarly in the enlisted ranks, too. I did the same thing while I was a CH47 flight engineer. If I pushed past E6, I would essentially never fly again, so I turned down numerous promotions so I could remain on flight crew.
