My favorite alien conspiracy lol headcanon is that the TNG episode First Contact (not the movie, the episode) was an adaptation of an actual contact the Earth had with aliens, where it was determined that humans are simply not ready for the galactic community and so it's being kept from the public.

Having world in the defence industry, I can tell you that the statement, "only the people working at Area 51 will know what is going on", is actually false.
Probably 90% of the people will not know what is fully going on at Area 51. You will only know about the projects you are wokring on. What others are working on, is often a complete mystery. Whether it's Top Secret or not, most projects work on need to know. If you don't need to know, you won't and you shouldn't inquire.
I could imagine most of the guards haven't a clue about any of the projects.

The are a few things that do actually support Lazar's claim. The first is a biometric hand scanner that he claimed the government had in their bases that would scan the shape of someones hand. Which everyone said didn't exist. But it did. It wasn't made public until a few years ago as it was an imperfect and difficult to manage technology. The second is the fact that there is a ledger from Nellis Air Base with his name on it and was used as a sign in sheet for employees. Which wasn't even owned by Lazar himself but from a verified employee of the base. The third is the constant raids and investigations by seeming government officials on Bob Lazar and his home. It happens frequently and has happened more frequently now due to his popularity.
