Would you let me know the differences between delivery type 17PF and 70PF ? Whats the effect of the difference capacitance? (video around 45:31)

At around 25 mins in the video, there is a talk about TMAC. If a fraudulent transaction is done offline first, and later detected with the TMAC because the terminal is connected to a cloud at a later time, the damage is already done right? The fraudulent actor (someone paying) could already be gone? What am I missing here?
