i have the paid version and cannot download new brushes, only says "folow"! is this normal?

so, when I go to the + to import more brushes, it asks me to sign up and pay $9.99 a month...however I am already an adobe subscriber ...
is it because I am running CC on 2 laptops already that I cannot have fresco in my ipad wo paying again?
I'm just not willing to do that
