Ice typically clouds up like that from the AIR in the water before freezing, not dirty water (although that certainly wouldn't help 😆)... If you add a few drops of lemon juice or white vinegar (something with a high acidity) to your water before tying off, you should have amazingly crystal clear balls for your center pieces.
